There sure is a way around that ... DO NOT ORDER from any internet retailer here in the US. That includes these 'Indian Reservation' companies (if they still are in business).
These unfortunate people you have read about, have had these US based internet cigarette sales companies give personal info to the various state tax agencies under court order ... and then the big tax bill comes in the mail.
So, who don't report personal info to anyone? ... Order from these East Europe internet companies. They operate out of places like Moldova and the Ukraine. They don't give tax info to anyone in the US.
The worst that could happen is the remote possibility that your packages might get confiscated by US Customs.
