When cigs get delivered to offline stores and gas stations, the USPS doesn't deliver cartons. Trucks deliver cig cartons just like how trucks deliver food and drinks to supermarkets.
I actually heard of a truck delivering cases of cigs getting hijacked on the road in recent months.
Not being able to buy cigs online anymore also means you can't smoke cheap brands anymore too. You'll be able to buy overpriced, big-name (and FSC) brands offline only.
