By the start of 2010, if you live in a state with no FSC law, it won't matter if your state eventually implements a FSC law or not later on next year. All of the Big Tobacco brands (the premium, expensive brands) will be FSCs next year.

The major tobacco companies made this decision because they don't see the point of making non-FSCs for a few states without the FSC law at all. I know $$$ is another reason why they all decided to go FSC by the end of this year....I guess they mean the money they actually make is low or something, and making both types of cigs would cost a lot to make??

I dunno what the heck THEY are smoking at those companies.

Tobacco companies make billions of bucks in selling cigs. Who said they can't afford to both make FSCs and non-FSCs?
