Mostly it happens when a carton goes from the USA to a foreign country. The foreign country customs officials can hold up the delivery for up to eight months and many times if the package states what the contents are, the package is stolen by those same customs officials.
It DOES take 3 weeks or more to get a carton IN to the USA. AND you can only get 1 carton of 200 cigs at a time or 2 cartons of 100 cigs. Some foreign sites are now breaking the rules and sending more than one carton. Some sites offshore send you multiple packages if you order more than the 1 carton of 200. Example: you order five cartons and they send you 5 packages of 1 carton each.
Be prepared to be "turned-off" as you say if you order from a site that is overseas.
